The most obvious reason to count caste is that it is a real and significant source of social discrimination and economic inequality in India today. The fact that there has been a long-standing con-sensus about “abolishing” caste only underlines the need to count it.For without monitoring its impact on society, we will never know whether we have overcome it or merely hidden it away.

Bonded labour is prohibited in India by law. Though the Constitution directly and indirectly prohibits the practice, vide Articles 21, 23 (1) and 24, a specific law that prohibits the practice, the Bonded Labour System (Abolition) Act was legislated only in 1976. Despite the statutory prohibition, bonded labour is widely practiced. The worst affected are the children, particularly those from the Dalit community. The practice is so prevalent in the country, that even a village in Uttar Pradesh state, Bandhua, literally meaning bonded, is named after the practice.

Few committees have been as forthright as the N C Saxena committee on the violation of the Forest Rights Act (FRA) by the very authorities which are charged with upholding them—the state governments.

In its report on the controversial project to mine for bauxite in the Niyamgiri Hills, the four member-committee headed by Saxena, a member of Congress President Sonia Gandhi's National Advisory Committee, has roundly taken the Orissa government to task for failing to implement the landmark FRA of 2006.
