[Prof Mungekar Committee Report on caste discrimination in Vardhman Mahavir Medical College, Delhi, P 18]

Dear Friends,

We all are aware of how the educational institutions have been discriminating the reserved category students, deliberately failing them in different subjects for years together. In recent past many such cases have been in highlight due to the strong resistance shown by the students against such discriminatory practices in their institutions like AIIMS, Vardhman Mahavir Medical College, MAMC, KGMC (Lucknow), IITs, JNU etc.

In all such cases, it is seen that most of the times our students are being repeatedly failed by just 1 or 2 marks in some specific subjects for years and thus breaking their morale and branding them as “inferior”/ “incapable” forever.

It is very shocking that whenever the examination was conducted either under the supervision of the court or through any other external sources ,the same set of failed students performed well and were able to clear their exams. The recent example is from Vardhman Mahavir Medical College where many reserved category students were repeatedly failing for last 6 to 7 years in the same subject but when the exam was conducted under close supervision of Delhi High Court, surprisingly, all passed!

The Government of India has conducted many inquiries on these issues and each time these inquiries have revealed the extent of blatant caste discrimination prevalent in these institutions. But none of the recommendations given by the inquiry committees have ever been implemented or guilty punished. This has brought no justice to our students and caste discrimination still goes unabated in these institutions.

On 6th September, 2012, Prof Mungekar Committee, appointed by the National Commission of Scheduled Caste (NCSC), after an year-long investigation came out with a report, very clearly indicting the Vardhman Mahavir Medical College administration of discriminating students from the reserved category. The report even named the faculties guilty of such act and has recommended strong legal action against these. However till now no action has been taken and the students are still being harassed by the administration.

Therefore, we demand the National Commission of Scheduled Caste and the Indian government to immediately initiate legal actions and lodge criminal case against the names listed in the report and provide justice to the students.

It is time that the student bodies across the country stand united and pledge for discrimination free campuses.
